The Human Resource Management (HRM) function includes wide spectrum of activities, for example recruiting, legal aspects of business, payroll, policy, safety, human resource development, and performance management. While in smaller organizations the HR professional handles all of them, in larger organizations these specialties are dealt with by individual departments. The HR roles can vary greatly, but its primary purpose is to ensure that an organization’s goal is accomplished by having the right people working in the right places. HR is responsible for developing and executing programs that attract, select, develop, and retain the talent needed to meet the organizational mission. In short talent management should be the main responsibility and priority of HR professionals or departments. Talent management's responsibility is to attract and retain qualified employees. No company can achieve its full potential without focusing on this primary function. Recruiting professionals can be a difficult task, especially in times of low unemployment. Many HR professionals may even resort to headhunting techniques in order to ensure their company has the needed personnel to reach their targets. Recruitment and retention often depend on the compensation packages, which should be carefully scrutinized based on industry standards. Salary may be the most important aspect of the compensation package, but it is not the only part. Traditional benefits such as health insurance, vacation, as well as newer benefits including flexible packages and telecommute options can also be very attractive for some positions. Talent management's job is to find out what compensation packages are needed and then see if those, or something similar, can be offered. Below is a quick test for HR professionals to ensure their programs are aligned and focused on the primary purpose of HR. What is the primary mission of the organization? What talent is needed to meet that mission? What programs do you have in the following areas: Identifying and Attracting Talent? Selecting and Hiring Talent? On boarding Talent? Developing Talent? Retaining Talent? How is program success measured? In what areas do we need to improve? If a HR professional cannot answer these questions, maybe it’s worth considering attending a HRM course.
