Platform

This is the most important element of any float. If you do not have a platform, how will you be able to move your float? You need to have a stable platform in which you can see to it that your float is built on. For small parades that do not require huge floats, a flatbed pickup truck is already a good enough platform. You can use strong yet light materials like wood in order to build your float on top of the pickup truck.
Theme

The theme determines what direction your decorations will go. For the theme, you should first consult with the parade organizer. Oftentimes, parades are organized to follow a certain theme. As such, you will not have any problems if you just make sure that you verify the theme first before you start working on designs on your float.
Decorations

The decorations are totally dependent on your budget. If you have a large budget, you can go all out on high end decorations like real flowers, furniture as well as very artistic works that are prominently displayed.
Lighting

Lighting is also a very important aspect of a float. This will ensure that your decorations will be fully appreciated by the people who watch the parade. It does not matter if the parade is in the middle of the day, lighting is still important. The proper lighting will make a float look very nice.
Power
