In Nowadays society, the real resource and the dominant factor of production and wealth, is not longer the Capital, nor Labor, nor Land-Natural resources. It is Knowledge. According to Peter Drucker, knowledge is an absolutely crucial factor for each countrys development. This knowledge requires an efficient value in use and an efficient management to take this to the protagonist place it deserves.

An effective knowledge management, from Universities, is considered the most logical and intelligent way to enroll a country into its richness and holistic development. There is a worldwide movement that is forcing universities to rethink that Management. Main problems such as lack of productivity and competitiveness are symptoms that are constantly and dangerously increasing, therefore this is influencing to the creation of new university management paradigms.

Emerging countries and all countries, should weigh the need for a restructuring of their universities, make those restructurations official and formal political statements, starting from the same government. Research and development, should be focused as major local drivers in order to boost the local, regional and global economy. It is quite important and highly desired the creation and insertion of an overall and appliable and applicable value system having as its main core human beings attitude as a very important part of the general training process inside the university community.

The Court of the Kingdom, from Spain in their last issue, urgently display a universities public accounts deficit as a result of a poor university management, with a high touch of bureaucratic inefficiency and increasing coordination costs. The Science Council of Canada, in turn, issued an urgent call to all universities in the world to review their structures and inject entrepreneurship and leadership into their management.

Emerging countries public and private universities, are in an urgent need for theoretical and practical approach changes, they are in need of a new ways to approach analysis, as well as the need for a more efficient management and organizational culture. There have been somewhat reforms and changes every now and then in some universities of the world in order to improve higher education, unfortunately these attempts are somewhat dispersed and prone to selfish foremost political interests rather than an unselfish one. It is necessary doctrinal unity if we want to see changes.
