If there is a certain amount of official foreign aid being transferred by a resident in one country to his family members residing in another country, then the amount of transfer is actually a debit item. This is because the funds flow out of the country where the person sending the money lives. A country’s total unilateral transfers are equal to the unilateral transfers received by it, minus the unilateral transfers flowing out of it.
