Smiling will obviously encourage the person you have made eye contact with to talk to you, while turning away is a clear signal that you don't want to engage in a conversation. For example, if you're at a party and you have no one to talk to yet, look for another guest and offer him a glass of wine or whatever it is the host is serving. Grab one for yourself too, and stand next to the other guy. He'll most probably say thank you and you can respond appropriately. It won't be long before he strikes up a conversation with you.
