People who cannot afford normal-priced apartments are given the opportunity, usually through the state government human services agency, the option of renting an income based apartment. These apartments are issued based on a sliding scale which takes into account a person's household income. There are many different ways that a person can apply for income based housing.
Instructions:
1. The first place to call is the local human services agency. The number for this agency can be found in the government section of the phone book. It can also be found on their website, or by typing in the name of the city and state followed by "local government" into a search engine.
2. It is possible to get a voice mail instead of a person. This happens because case workers handle many clients and may not be there to take the call. There is no reason to get discouraged, as any voicemails left will be returned. It is important to speak to a case worker and ask about income based housing. The worker in question will need to take down some information and send out an application form for the person in need of housing to complete.
3. All of the forms need to be read carefully. Many people make the mistake of rushing through these forms and leaving fields blank. It may be necessary to provide proof of income or identification. There is no reason to make guesses, because the case worker will be available to answer any questions about the application forms.
4. It may take one to three weeks to process the paperwork in question. There is no reason to get upset if the case worker does not have an answer right away. If the process takes longer than three weeks, it is generally a good idea to call the case worker and follow up.
5. Upon approval, the person in question will be provided with a list of potential apartments. It is important to check the list thoroughly and make a decision based on the size of the apartment, amenities offered, and the location. It is also a good idea to visit the apartments before making the final choice.

It is important to note that a person looking for this type of housing will not have as many options as a person without income issues; however, it is important to pick a nice and clean place to live on. However, it may take a couple of visits and some research to find the perfect home.
