You can create a rough design on paper and then use desktop applications like Adobe Photoshop or OmniGraffle. It is easy to work on these desktop apps.

Here comes the tricky part of web app development process but it is still not as difficult as in native app coding. It is important to know the way Safari works. I inform you that there are subtle differences between browsers in iPhone and iPad. Developers also need to know how form-select boxes work. Though the important thing is that Safari provides great support to CSS3 and HTML5 and with this, developers can add cross-browser compatibility with an app.
