Frame explains the purpose of the paper is to provide planners with the information they need to devise possible scenarios that are both plausible and practical to carry out.

The study coincides with the latest report released by Australia’s national science agency, the Commonwealth Scientific and Industrial Research Organization (CSIRO). The latest findings of CSIRO’s yearly State of the Climate report revealed that since 1910, the average daily maximum temperatures in Australia increased by 0.75 degrees Celsius annually. By 2070, Australian temperatures could possibly be in the range of 1 degree Celsius to 5 degrees Celsius. According to Dr. Paul Fraser, a senior research scientist at CSIRO, carbon levels in the atmosphere are now at 390 parts per million. A fact that Dr Karl Breganza of the Bureau of Meteorology reveals is unprecedented in historical data going back 800,000 years. Furthermore, the report warns of extreme weather conditions such as droughts, cyclones, and floods owing to the upsurge in global temperatures.
