Can vehicle insurance be purchased by someone who is homeless? When vehicle insurance is required in order to operate a vehicle, how does a homeless person provide a legally valid address? Does this mean homeless persons will be discriminated from operating a vehicle legally, thereby rendering them "carless" as well?
