I don't want to break any rules by flat out trying to sell you on any certain name but I can say this, I can't express to you enough, how important it is to find a good mentor! Finding the right mentor will save you lots of cash. By showing you step by step how to build a web engine, you will have the confidence you need to possess.

Not only will you gain confidence with this teacher, he or she should introduce you to the tools, and the understanding of how to implement these tools. In no way do I have the space here to give you an adequate list of tools, but I will give you a short look!

Kompozer is a HTML editor and open source web development tool. Anyone can find this with a search of the web and obtain a download for free. The problem with just anyone obtaining this and utilizing this tool, is the understanding of how it works. I'm not saying that someone couldn't teach themselves, I am saying, that it is so much more educational when you have someone help you to clearly understand the way it works.

FileZilla is a file transfer protocol (FTP) client. You will need this tool to upload your web site or web page to your host. This great little tool scared me to death when I first opened it. I had no idea how to utilize it. I definitely had to have someone help me with this one. This tool can also be found and downloaded for free.

Irfanview is a freeware/shareware image viewer for Microsoft Windows. Irfanview can edit,view and convert image files and play video/audio files. This is a great tool for manipulating images that you will need to create your web pages. This also can be found for free!
I began with, say yes for less, because many things you need to create a web engine can be found for free. Let me add this though, any business is going to cost you some cash. I just wanted to let you know that there are some things that can be obtained for free, which I thought, in the beginning would cost me a fortune.
