This is why Human Capital Management is so important. Recruitment, training and development, and retention of the most capable people are all a part of handling human capital. In the world of Human Capital Management, chief human capital officers are key in the facilitation and management of federal employees. A section of the Homeland Security Act of 2002, the Chief Human Capital Officers Act of 2002 requires twenty-four agencies to select a chief human capital officer for effective human resources operation management. The formation and implementation of human capital policies is carried out by the chief human capital officer's council formed by these officers and some other federal personnel. The position of chief human capital officer comes with many responsibilities, most importantly the creation of a development strategy to encourage the growth of all employees. They are also required to decide the agency's human capital goals, estimate future needs and maintain workforce diversity with demographic assessment. He also creates programs to advance agency mission, ensures retention of IP created by employees and creates human resource guidelines. Development of best practice guideline along with the council and providing a conductive workplace environment for professional growth are also a part of officer's duties. It is not easy to find people who can fulfill all these duties well. Without the needed qualification and competencies, a candidate cannot be nominated for the position. The understanding of federal programs apart from legislative and budget concerns, and strategic methods for achieving definite objectives, relationship building capability, and experience of goal implementation and staff management through human resource measures are some of the main qualifications. The chief human capital officer position has been proven to be very valuable to the government and government employees. The role of such officers involves handling not only 1.9 million employees, but also thousands of contractor employees. Presence of an officer is an assurance for these employees that they will grow in the desired direction.
