The management of the federal civil services of the United States lies with the OPM or federal Office of Personnel Management. Qualifying and recruiting employees for federal government jobs is the responsibility of OPM. Federal agencies looking for new hires are typically submitted with the three best candidates by the OPM in accordance with its ?three rule? policy. The employee hiring process is speeding up now in the light of a mass retirement of government employees. US veterans are still selected and promoted preferentially while advanced employment opportunities are also offered to veterans with disabilities who have served in the Vietnam War and post-Vietnam War era. In line with Presidential orders, the federal Office of Personnel Management assists in preparing transition services and plans for employees who have been laid-off or in case of an excess employee headcount. A merit-based ranking system is used by the office of personnel management in line with the hiring standards set by the federal government. Those merit determinations are based on knowledge, skill sets without consideration to race, gender, or religion. A non-merit aspect influencing the recruitment could be skill. As its direct responsibility to the US federal government, OPM ensures that personnel and employment laws are up-to-date and frequently reviewed to meet standards of compliance. The responsibilities of the OPM in relation to employee insurance and health benefits is much like those undertaken by private employers. Currently employed government employees apart, the sector works with retired employees and survivors of deceased government employees. The office of personnel management works with the executive branch of the US government to explore new procedures and policies that put forward measures important for goal realization. The principles and methods of personnel hiring must be in line with the set standards and at the same time allow OPM to delineate the recruitment requirements of each federal agency. OPM is accountable for ensuring changes continue to meet governmental missions and program goals. Hiring practices are directly linked between personnel performance and agency directives delegated by government objectives. OPM acts a watchdog to ensure that personnel taking part in program goals are not unfairly treated. Awaiting the office of personnel management and the US federal government is a huge pool of retiring government employees. With this impending departure, experience and knowledge are ushered out with the possibility of communication interruptions between the government performances and the leadership. Reorganizing, training and hiring for all agencies across the board has become a necessity with our federal government looking for cost saving factors, mandating same levels of personnel performances. The federal Office of Personnel Management (OPM) should address all concerns to ensure performance on par with set standards, thus meeting the nation?s needs.
