The transformer as the name indicates help in triggering a high voltage pulse that helps in the initial start up process. This leads to the ionization of the gas in the tube, which further makes the gas conductive and thus powers the lamp/s. While non series types are popular for instant powering, with direct flow of current, the series mode is preferred for better timing accuracy. In the former circuit, the transformer is smaller in size and far more cost effective.
